Peer Review Process

The Editorial Board of JORCAPS comprises specialists in computing, information technology, and related disciplines who are collectively dedicated to upholding the highest standards of technical excellence and scholarly integrity.

Editor-in-Chief Assessment

Upon receipt, the Editor-in-Chief reviews each submission to determine whether it falls within JORCAPS's scope and whether it meets the minimum standards required for peer review. The manuscript is then assigned to an appropriate Section Editor based on the technical domain of the work.

Section Editor-in-Chief Assessment

The Section Editor evaluates the manuscript for technical soundness and screens it for plagiarism using advanced detection software. Results are typically available within 24 hours, with a similarity index threshold of 25% applied as the standard. Manuscripts falling below this threshold are forwarded to an assigned editor. The Section Editor also verifies compliance with JORCAPS's author guidelines.

Section Editor's Assessment

The Section Editor further evaluates the manuscript for technical originality and its contribution to the field. If the submission meets the required standard, it is assigned to peer reviewers and the corresponding author is notified.

Note: The Editorial Board may decline a manuscript at any stage without requiring further review if it does not meet JORCAPS's standards or falls outside the journal's scope. Approximately 50% of submissions are declined at the initial assessment stage.

Peer Review

All qualifying submissions are independently evaluated by at least two domain experts through a blind peer review process, in which reviewer identities remain confidential unless reviewers consent to disclosure. The Editor assesses all reviewer recommendations and reaches a final decision based on their collective feedback:

  • The manuscript may be accepted.
  • The manuscript may be rejected.
  • The manuscript may be returned to authors for minor revision.
  • Where significant technical or methodological issues are identified, authors may be required to carry out major revisions and resubmit for a further review cycle.

Submission of Revised Manuscripts

Authors revising their manuscript in response to reviewer feedback must include a detailed point-by-point response to each comment as a separate attachment. Revised manuscripts are ordinarily returned to the original reviewers for assessment of whether the revisions have been adequately addressed. The article may then be accepted or forwarded for an additional review round.

Decision on Manuscript

JORCAPS may decline a manuscript if it:

  • Falls outside the journal's stated technical scope
  • Fails to meet the required standards of originality and technical contribution
  • Has a similarity index exceeding 25%
  • Contains methodological or experimental flaws that undermine the reliability of results
  • Lacks sufficient novelty following peer review
  • Does not meet JORCAPS's standards for clarity, reproducibility, or rigour
  • Receives multiple reviewer declinations, suggesting misalignment with the journal's technical focus

In such cases, the Editorial Board may return the manuscript to authors with guidance on identifying a more appropriate publication venue.

Appeal Process

Authors may appeal a rejection decision within 30 days by contacting the Editorial Office. Appeals must include:

  • Revised or corrected portions of the manuscript, as applicable
  • A concise, one-page statement explaining the grounds for reconsideration
  • Point-by-point responses to any technical concerns raised during review
  • A clear articulation of the paper's technical merit and contribution to the field

Note: For manuscripts declined at an early stage, appeals must present substantive new evidence or arguments not previously considered in order to merit reconsideration.

Manuscript Transfer

Manuscripts not accepted by JORCAPS may be considered for transfer to partner journals. Where this option is offered and accepted by authors, it will require registration at the receiving journal and compliance with its specific requirements. Transfer does not guarantee acceptance.
